St. Paul, Minnesota -- The Board of Directors for the Minnesota Chicano Latino Affairs Council is proud to announce that Rogelio L. Muñoz, Jr. will lead the Council as the new executive director. Rogelio comes to the Council with interests in the channels of state and local governance regarding social and economic policy issues within Minnesota’s Latino community. His specified interests include workforce development, K-12 education, affordable health care, and access to higher education.
A fifth generation Texan, Mr. Muñoz, a native of San Diego, Texas, is the son of a migrant family that has worked in migrant communities stretching across from the Colorado Rocky Mountains to the Great Lake state of Michigan. An advocate for the underserved and educationally and economically disadvantaged, Rogelio’s areas of expertise are in public leadership and management, policy analysis methods, and U.S. national security policy.
Most recently, he was a Community Evaluation Fellow for the Payne Lake Community Partners research study in Minneapolis where he did field work for Copeland, Carson & Associates with reporting trends of economic growth, cultural diversity, and security in the Twin Cities’ Latino community. Moreover, Rogelio has assisted Gary DeCramer, former Minnesota State Senator and state director of USDA Rural Development, in the Center for Non-profit Leadership and Management as a teaching assistant for the Humphrey Institute’s graduate program for mid-career professionals in Minnesota public affairs.
At the federal level, Rogelio has worked for the Honorable Ruben Hinojosa, U.S. Congressman representing the 15th district of Texas, the Office of Examination at the U.S. Farm Credit Administration in McLean, Virginia, and at the Central Intelligence Agency in Langley, Virginia. Before coming to the Council, he worked in the National Security Law Branch at the Federal Bureau of Investigation headquartered office in Washington, D.C.
Rogelio received a Master of Public Policy degree with concentrations in foreign policy and public leadership and management from the Hubert H. Humphrey Institute of Public Affairs at the University of Minnesota. He also holds a B.B.A. in Management from Our Lady of the Lake University in San Antonio, Texas, and an A.S. in Business Administration from Coastal Bend College in Beeville, Texas. In 2002, he completed the University of Pittsburgh’s Semester At Sea program in which he circumnavigated the globe in 100 days visiting with state dignitaries, including Fidel Castro and Noble Peace Prize Laureate Desmond Tutu, local and business leaders, and students from countries in Asia, Africa, South/North America, and the Caribbean. He sits on the governing board for the Hispanic Association of Colleges and Universities Alumni Association and is a member of Phi Theta Kappa International, Delta Mu Delta, and the Association of Latino Professionals in Finance and Accounting.
