This is strongly discouraged.  In our experience, it is best to keep your options open.  There is overlap among the agencies, for example every agency has individuals working in human resources, accounting, policy work, public relations, etc.  You may lose out on a perfect match because you did not realize other agencies performed the work you are interested in.  In the essay, we suggest that you write about the work that you would like to do in your internship, rather than the agency you want to work for.
